I would categorize the comics as the primary text as it is the original text that was created by Alan Moore and his team to be published by DC Comics.
My understanding is that HBO’s Watchmen series tells the story that comes after the original comics and focuses more on the recent violent events that take place in 2019. I don’t think the series is an adaptation or a sequel to the comics as it differs a great deal from the comics. The writers of the series essentially take something from the original text and shape it independent from the creator of the universe, Alan Moore. However, I wouldn’t categorize the TV series as true fan fiction either because it is made for profit although there is a kind of fan fiction hidden in the work.
The movie is an adaptation of the original Watchmen comics. It follows the same plot and is made for profit, like the TV series. It is moving the original text into a different platform.
